Preparing a residential aged care Business Case on Christmas Island.
The Commonwealth Government Department of Infrastructure, Transport, Regional Development & Communications engaged Bureau Veritas to investigate options and prepare a Detailed Business Case for the development of Aged Care facilities within or adjacent to the existing hospital on Christmas Island, off the North Coast of Western Australia.
Bureau Veritas, with a number of technical sub-consultants, undertook an assessment of the site options and conducted significant stakeholder engagement on the island to understand the unique nature of delivering aged care to a culturally diverse population with limited access to services. A variety of options were developed, costed, benefits assessed and buildability considered, before presenting a final recommendation in a Detailed Business Case.
Bureau Veritas also assisted the Department in the preparation of a New Policy Proposal to secure funding to deliver the project.
The logistics of project development in such a remote location required specialist advice in terms of buildability and programming. For example, programming the transport of building materials to the island by boat can be highly volatile, particularly in monsoon season.
Bureau Veritas recognised the unique building risks and sought specialist advice to inform the business case, ensuring that government decision-makers had confidence in the timing and cost of delivering the project.
